DemocraticQ1 PUBLIC HEALTH: Many constituents are concerned by news of recent Hantavirus and Ebola outbreaks, compounded by recent changes to public health policy at the national level. What policies, if any, do you support that would address the constituent’s concerns? What policies and other strategies would you implement to protect and advance public health?
We need to recommit to the World Health Organization (WHO) to ensure global efforts continue to monitor for re-emerging or novel viruses and other infectious disease. There needs to be reforms made to WHO with increased oversight. The heavy top-down bureaucracy needs to be reorganized to allow for better rapid on the ground decision making during localized crises while streamlining communications to better respond to health emergencies. Protections need to be put in place to limit political influence liability from more powerful member states. The CDC cuts are also impacting public health. Staffing and funding need to be returned to 2024 levels with reforms. Trust in our public health systems have eroded, and care must be taken to restore that trust. Accountable learning for emerging novel diseases should be implemented, while also providing protections to ensure communication is free from political or corporate pressures and biases. People need to have the information but more importantly, must trust the information being given. The public also needs to be educated more on the realities of how policy develops especially during dynamic and rapidly evolving situations involving novel disease. The public must have guarantees of transparency especially after unavoidable erroneous guidance is issued.
Q2 RESEARCH FUNDING: Recent funding cuts are impacting Connecticut research universities’ and government-funded research programs’ goals of advancing scientific discovery, training the future workforce, and driving economic development. What policies, if any, would you support regarding funding and oversight of research universities and government-funded research programs, and what outcomes would those policies achieve?
Science is the foundation for which societies advance and improve the human condition. We need to increase the NIH Budget by 25% above its real (versus nominal) high in 2003 currently equating to $62.5 billion indexed to inflation to ensure scientific purchasing power remains constant. The same should be done for the NSF budget which would equate to a new budget of $15.5 billion. These research dollars continuously produce 150%-300% returns on economic activity through investments, jobs, and local spending on other economic sectors. To ensure trust in science, we must move away from a profit driven system and focus on a people driven model such that medicine prioritizes prevention and cures over treatment, with treatment still being an integral part of research. To further increase trust, we should restructure the Peer Review process and grant process to increase transparency and ensure equal access to all publicly funded data. We should impose fees on private industry using federally funded university research data to ensure these companies are paying into the system they are benefitting from. Lastly, federal dollars for research should only be used within the domestic United States with the exception of travel or similar necessities for collaborative efforts.
Q3 ENERGY: Connecticut residents and businesses pay some of the highest energy costs in the country, costs that are determined by our energy landscape. What policies, if any, would you implement regarding energy distribution and/or diversification of our energy sources?
We can address rising costs of energy in Connecticut by breaking up large utilities into publicly owned energy sectors that would save customers money by not having to subsidize the profit these companies seek. We need to pursue avenues of generating more electricity in an environmentally and economically savvy manner. There needs to be great investment in wind and solar energy. The Revolution Wind offshore wind initiative is a great example of expanding wind energy. We can also expand solar energy by making it easier and cheaper to install solar panels on homes and businesses by getting rid of permitting barriers that would enable easy-to-install, small-scale solar for renters and homeowners without requiring permits or rooftop installation. We should also be creating incentives for businesses to have solar panels placed on their property to avoid using open space for solar farms. I am not in favor of nuclear power. It is not as cost effective and is environmentally problematic. The National Public Utilities Council’s Levelized cost of electricity shows that solar and wind energy is 50% cheaper or higher. Nuclear fission, although zero-carbon emission, still produces radioactive waste, thermally pollutes the surrounding water, and uranium extraction can disrupt local habitats.
Q4 ENVIRONMENT: Connecticut faces environmental challenges including coastal flooding, legacy industrial pollution, and air quality impacts from regional sources. What are your policy priorities, if any, for protecting the environment and the health of Connecticut residents?
Environmental policy should focus on urban greenspaces that include native plants to support biodiversity and local gardens providing climate-friendly food. We need to pursue environmental restoration in frontline communities, especially along the coast for the effects of climate change we cannot prevent. Preservations and restoration of salt marshes need to be a priority, both for conservation of biodiversity and their capacity to mitigate coastal flooding. I would form a task force on microplastics to present legislation to study and reduce impacts, find ways to reduce dependency on single-use plastics, and fund research for plastic alternatives. Increase funding and expand research to identify important habitats for imperiled species and expand protections for those habitats. Industries take an immense toll on biodiversity by driving resource extraction that destroys and degrades natural ecosystems. We need to reduce the demand for extraction of natural resources. I would introduce legislation that will shift us toward a more circular economy, wherein food and material waste is reduced, and resources are used and reused more efficiently. I would also work with the Nature Conservancy to draft legislation that supports the “30 x 30” framework to protect 30% of the planet’s oceans, lands, and freshwaters by 2030.
Q5 ARTIFICIAL INTELLIGENCE: Artificial intelligence is being rapidly adopted across many sectors of the economy and society, raising questions about workforce impacts, data privacy, equity of access, and economic competitiveness. What are your policy priorities, if any, for addressing the opportunities and challenges that AI presents for Connecticut residents?
I favor a moratorium on AI until its effects on the human brain, the environment, energy and water consumption, data privacy, human health, and impact on the workforce can be thoroughly studied. New technologies that have the potential to fundamentally change humanity should be pursued but not until we have a better understanding the risks and measuring them against the possible benefits. Once we have been able to study the effects of the above variables and determine that this technology can be safely used, I would favor moving forward cautiously with implementing AI into society and the economy if there are strict regulations in place. These regulations should include environmental protections, workplace protections, restrictions on data usage to prevent the furtherance of a surveillance state, and a focus on using the technology to improve work conditions through reduced hours with no loss in pay. AI must never be used to replace workers with possible exceptions for high risk positions where AI could mitigate harm to human life. There needs to be strict limit on where construction of AI data centers may occur to prevent harm to residential neighborhoods and protected habitats.
